Fifa has shortlisted three players from the initial 23 man list which saw players like Gareth Bale dropped with the world player of the year award set to be announced on 12 January.
Nadine Kessler from Germany, Marta from Brazil and Abby Wambach of USA are players shortlisted for the Women's award. Real Madrid and Portugal's Cristiano Ronaldo won the award in 2013.
While Real Madrid coach Carlo Ancelotti, Germany's World Cup winning coach Joachim Low and Atletico Madrid coach Diego Simeone are on the shortlist for the Fifa coach of the year.
Bayern Munich Neuer, 28 is the first goal keeper to make the final three since compatriot Oliver Kahn made the shortlist in 2002.
Wolfsburb boss Ralf Kellerman, Germany under-19 and under-20 coach Maren Meinert and Japan coach Norio Sasaki were shortlisted as for the Fifa world coach of the year for women's football award
